Community-Based Care
The Children’s Shelter was awarded the Bexar County Single Source Continuum Contract from the Texas Department of Family and Protective Services to implement community-based care in Region 8a-Bexar County. The Children’s Shelter has demonstrable history in Bexar County and San Antonio since 1901 and provides a comprehensive array of trauma-informed care services to children and families impacted by maltreatment.
The Children’s Shelter formed Family Tapestry in August 2018 to restructure the service delivery model of critical services to ensure children and youth experience safety, well-being, and permanency, which are achieved through our values and outcomes:
- Safe in care
- Improve overall well-being
- Placement in their home communities
- Achieve permanency
- The first placement is the last placement
- Increase family engagement
- Reunified with their biological parents when possible
- Placed with relative or kinship caregivers if reunification with biological parents is not possible
- Placement in least restrictive environment when possible and reduce length of stay in foster care
- No eject-no reject (every child who enters foster care must be provided care)
- Connections to family and others important to the child are maintained
- Placement with their siblings
- Services respect child’s culture
- Children and youth provided opportunities, experiences, and activities similar to those by their peers who are not in foster care
- Youth have opportunities to participate in decisions that affect their lives
- Youth are fully prepared for successful transition into adulthood

Model of Care
The Children’s Shelter developed the Family Tapestry Model of Care with a Trauma-Informed Care framework, which includes safety, collaboration, choice, trustworthiness, and empowerment. The Model of Care is a collaborative partnership with Bexar County and local foster care organizations to implement evidence-based and best practices to ensure safety, permanency, and well-being for children and youth in foster care.
